A Colorado River tribe is moving ahead with plans to build an off-reservation, $186 million Indian casino-hotel along Interstate 15 midway between Los Angeles and Las Vegas.

The Chemehuevi Indians, whose 32,000-acre reservation is in San Bernardino County south of Needles, plans to apply to the U.S. Bureau of Indian Affairs by late August to place 40 acres in west Barstow into federal trust for a gambling resort.

A Barstow casino would add $5 million in revenues to the Mojave Desert city, promoters said.

A lawyer for the Chemehuevi tribe's development partner Barstow Enterprises LLC said Monday that new federal and state policies placing restrictions on off-reservation casinos "present no problem" for the tribe.

"Policies announced by Interior Secretary Gale Norton and Gov. Arnold Schwarzenegger present no obstacle to the Chemehuevis' proposed project within their ancestral territory," attorney Tracey Buck-Walsh said.
