California could surpass Nevada as the nation's gambling mecca within five years if either of two casino initiatives on the November ballot wins voter approval.

But the effects of those initiatives both good and bad would be narrowly felt, mostly in the neighborhoods of the Indian casinos or the racetracks and card clubs that stand to benefit.

Proposition 68 would give 30,000 slot machines to 11 card clubs and six racetracks near or in urban areas. Proposition 70 would give tribes unlimited slot machines, along with roulette and craps, for 99 years.

The prospect of so much growth in gambling promises to change the scene for both the house and the bettor.

Casinos would certainly end up with more games.

"Consumers will end up, probably, with a much better gambling product," said Bill Eadington, director of the Institute for the Study of Gambling and Commercial Gaming in Reno, Nev., who predicted California gambling revenues could overtake Nevada.
