Residents are especially leery of a Native American casino because the land would be out of village, county and state hands, said the Rev. Keith Davis, pastor of Lynwood United Reformed Church. Native American gaming licenses are issued by the federal government under a 1986 law that gives the group the right to operate gaming facilities on lands formerly owned or occupied by tribes.
