California Craps Out

A year ago, state Attorney General Bill Lockyer sanctioned knockoff versions of craps games in casinos that use cards as well as dice. This week, he reversed himself, warning Indian casinos that "any house-banked games played with dice" are "not permitted" in California.

Maybe. A new advisory sent to tribes contained a caveat that it "does not constitute legal advice."

The advisory said the attorney general's Division of Gambling Control merely "considers" the word was underscored and in bold type such games played with dice "to be unauthorized" under most of the state's tribal gambling compacts.

"Who cares about their advice if it is not legal?" said attorney Howard Dickstein, who represents the Pala band of North San Diego County. "We disagree with it, and we're not going to follow their nonlegal advice."

California's more than 50 Indian casinos may offer Las Vegas-style slot machines and card games, but the popular craps and roulette are still prohibited everywhere in the state.

As an alternative, gaming manufacturers devised California versions of the games that introduced cards into the process. Perhaps as many as half of the state's casinos have two or three of the knockoff roulette or craps games, which are not big moneymakers like slots
